So I noticed that with a standard tap my carbonated water attempt led to gurgling, splashing, and poor CO2 levels. However, I tried again, and it works perfectly from a Perlick tap.

Procedure:
turn drinking water tap on and run for several minutes so its really cold
then fill clean keg, put in fridge
set regulator to 38psi for 24 hours
bring down to serving pressure of about 25psi (make sure you have at least 10' of 3/16" line at minimum)
serve.

Note: your beer line needs to be very clean, or you need to chuck the first 1/2pint since it will contain off flavours. I really like sparkling water, so I'll eventually have a line reserved just for that when I have a keezer.
