I've been trying to get that resiny character out of hops for quite some time and have found a solution that worked for me. This is anecdotal for now, but I will do controlled experiments in the future and post my findings. Essentially, I added the bittering hops (4oz of Chinook) at 150 minutes in my 10gallon Black IPA, and used a very hard rolling boil. So: lots of high alpha acid hops, longer boil time, and V. rigourous boil is successful.

So far as I'm aware (anecdotal & a source I forget - I suspect BBR), you're about right: You need the massive quantity of hops because once you're saturated with isomerised AA the rest just sticks around as unconverted hop resins. You need the rolling boil to break these resins down enough that they don't just fall straight out of solution the moment you cool the wort.
