Article is discussing the prevention of /retardation/, not some kind of boost beyond that effect. If you eat processed food or use table salt, you're getting enough already.
Before people start chugging iodophor, bear in mind that long-term exposure to higher doses (bear in mind RDA is measured in micro-grams, or one-millionths of a gram) of iodine can and will result in hypothyroidism and goiter... That's the same shit that deficiencies can cause.
Someone (I think Kyatt - is he still around) had mentioned a study to me regarding the "higher-than-RDA" consumption of iodine, but I never got around to reading it. I think the take-home was that there's a fair gap between the RDA and dangerous levels - but I don't have it to hand.
Used in the correct concentrations (Iodaphor) - you'll be fine.
