Dead yeast

I ordered 2 Wyeast smack packs of Pilsen (2007) from OBK a few weeks ago.  I just got around to making a starter yesterday.  Nothing.  After 24 hours on the stir plate, there was no activity.  I thought maybe it was done already (It should have been), so I cold crashed it a couple hours ago.  Still very little yeast on the bottom of the vessel.  What a piss-off.

I just did a classic american pilsner with some 2112, took a good 3 days for even a bubble. Now 3 weeks later its still going.

I made a new starter with another smack pack.  If this doesn't work, I'll warm up the wort and pitch US-05 to make a cream ale.  The wort should be safe at 7ºC for now.
